How it works
Birmingham landlords & HMOs
days until every private tenancy must reach EPC C on 1 October 2030.
Lock it in early. A C rating lodged before 1 October 2029 counts as compliant until that certificate expires.
Confirmed policy, still subject to Parliament. Source: DESNZ government response, January 2026.
Many HMOs let room by room have never needed an EPC. Under the January 2026 reforms, one certificate will be required for the whole house as soon as any room is let, bringing those HMOs into the E minimum and the 2030 C standard.

Most Birmingham homes pay between £60 and £120 for a domestic EPC, depending on size and property type. Our fixed prices start from £65 for a flat and include the survey, the certificate and lodging it on the government register. There is no fixed national fee, so always confirm the full price before booking.
Yes. In England you need a valid EPC before you market a home for sale or rent, and the rating must be shown in the advert. If you do not have one, Trading Standards can issue a fine. Check the GOV.UK register first, because an EPC under 10 years old can usually be reused.
An EPC is valid for 10 years from the date it was lodged. You only need a new one when you sell or let after it expires, or when you want the certificate to reflect improvements you have made, such as new insulation or a new boiler.
Today a privately rented home must be rated E or above unless a valid exemption is registered. Under the government's January 2026 response, all private tenancies in England and Wales must meet EPC C by 1 October 2030, with landlords required to spend up to £10,000 per property and fines of up to £30,000 per property per breach. The rules still need Parliamentary approval.
Yes, if it is lodged in time. The government has confirmed that a rental home rated C or above on the current Energy Efficiency Rating before 1 October 2029 will be treated as compliant with the higher standard until that EPC expires or is replaced.
Band D. Of 354,100 Birmingham homes with an EPC on the national register, 41.7% are rated C or above, 6 percentage points below the England and Wales figure of 47.7%. D is the most common band at 40%, and 19% of homes are rated E, F or G (register data updated June 2026).
An HMO let as a whole on one tenancy needs an EPC now. Many HMOs let room by room have not needed one, but the government's January 2026 response says a valid EPC will be required for the entire HMO when a single room is rented, covering the whole building. A 24-month transition has been proposed, and HMOs then fall under the E minimum and the EPC C by 2030 standard. The change still needs legislation.
The visit usually takes 45 to 90 minutes, depending on the size of the property. The assessor records walls, roof, windows, heating, hot water and lighting, and takes photos as evidence. The certificate is normally lodged within 24 to 48 hours.
Yes. The government has moved the launch of reformed EPCs to the second half of 2027. New certificates will show four headline metrics: fabric performance, heating system, smart readiness and energy cost, calculated with the Home Energy Model. Existing EPCs stay valid until they expire.
Start with the low-cost measures your EPC recommends: loft insulation top-up, cavity wall insulation if your walls are unfilled, heating controls and low-energy lighting. In many Birmingham interwar semis these alone can move a home several points. Use our calculator to see which measures reach band C for the least money.
Possibly. Birmingham City Council's Warm Homes: Local Grant funds free upgrades for eligible owner-occupiers in Balsall Heath, Bromford, Castle Vale, Sparkbrook, Sparkhill, and Tyseley and Hay Mills, for homes rated D to G. The Boiler Upgrade Scheme pays £7,500 towards a heat pump, and ECO4 runs until 31 December 2026.
Fixed prices from £65. Certificate lodged within 48 hours.
